About the National Booking Reporting System data warehouse (NBRS DW)
The NBRS DW consolidates information from:
- the NBRS inpatient database
- summary statistics
- cost weighted discharge information from the National Minimum Dataset (NMDS) and sector operations.
Scope
The NBRS DW consolidates information from the NBRS database and summary outpatient statistics. This view of the data supports the monthly production of Elective Services Patient Flow Indicators (ESPIs) reports and ad hoc queries.
The ESPIs are a way to evaluate how providers manage patients waiting for access to elective services. The 8 indicators include:
- the Government’s policy targets for elective services
- some of the accountability requirements for Health NZ districts.
They also highlight current and potential issues in patient flows through the elective services system.
The NBRS DW is updated every month with the last 6-months of data from the following sources.
NBRS
The NBRS is a collection of all booking system events involving a health care user who:
- receives an assessment of priority for a medical or surgical service
- is accepted for publicly funded treatment.
This data is collected from the Health NZ districts.
Monthly Reporting Access database
The Monthly Reporting Access database contains national summary outpatient data.
This data is collected from the Health NZ districts.
Using this collection
The NBRS DW was implemented on 1 July 2003. It contains data from 1 August 2000.
At the end of each month, the previous 6 months’ data is loaded to make sure any changes are captured. Data is summarised into months, also known as snapshots.

National Booking Reporting System data dictionary — Data dictionaries
Data is sourced from Health NZ districts from the:
- NBRS — booking event data
- NBRS monthly reporting — outpatient data.
The last 6 months of data is reloaded into the NBRS DW on the 28th of each month.
The NBRS DW is accessed by authorised Health NZ staff for the purposes of:
- maintenance
- data quality
- audit
- analytics.
Authorised members of the Ministry of Health and Health NZ have access to the collection for analytical purposes, using Business Objects and the secure Health Information Network. Business Objects contains a subset of the data described in the Data Dictionary.
Access to the collection requires approval from Health NZ.
Business Objects is being decommissioned.
We are required to make sure that the release of information meets the conditions of any legislation related to the privacy of health information. In particular the:
- Official Information Act 1982
- Privacy Act 2020
- Health Information Privacy Code 2020.
Information available to the general public is of a statistical and non-identifiable nature. A data release policy covers approval where appropriate from a health ethics committee.
Summary NBRS data is published in the Elective Services section as part of the Elective Services Patient Flow Indicators (ESPIs). These reports are also available in the Business Objects reporting tool.
Business Objects is currently being decommissioned.
Customised datasets or summary reports are available on request. These can be electronic or on paper.

We also offer a peer review service to make sure Health NZ data is reported appropriately when published by other organisations.
